SAO PAULO (AP) — Around 1.4 million households in Sao Paulo, Brazil, were without power on Saturday almost 24 hours after a brief but powerful storm swept through South America''s largest metropolis. At least seven people were killed.

Officials in Sao Paulo state said that record wind gusts Friday night of up to 67 mph (108 kph) knocked down transmission lines and uprooted trees, causing severe damage in some parts. The storm also shut down several airports and interrupted water service in several areas, according to the state government.

One person died when a tree fell on an outdoor stall, authorities said. At least six other people in surrounding Sao Paulo state also died.

Authorities originally expected to restore power within a few hours. But several neighborhoods in the metropolitan area, which is home to 21 million people, were still in the dark on Saturday, and authorities were urging residents to limit their consumption of water.

Most of the disruptions were in the service area of a single utility, Enel-Sao Paulo.

Regulators ordered an inspection of the utility, warning that if it doesn''t resolve the outages in a satisfactory and swift manner it will move to terminate the private concession.

For its part, Enel said that 17 high voltage transmission lines were affected by the storm. It did not provide a time frame for re-establishing service.

The 2023 Brazil blackout was a power outage that occurred across Brazil on 15 August 2023 at 8:30 Brasília Time (UTC−03:00). It interrupted approximately 19 gigawatts of electric load, which was approximately 27% of the total load at that moment.[1]

According to the National Electric System Operator [pt] (Brazilian Portuguese: Operador Nacional do Sistema Elétrico, ONS), the blackout occurred due to the opening of the wide area synchronous grid between the North and Southeast regions of Brazil,[2] in a 500 kilovolt circuit near Imperatriz, Maranhão.[3] The exact cause of the blackout is currently unknown and under investigation.

The Minister of Mines and Energy, Alexandre Silveira, created a crisis chamber for investigating the cause of the blackout.[4]

Silveira asked the Federal Police (PF) and the Brazilian Intelligence Agency (ABIN) to investigate whether the blackout was caused by human action.[5]

The North region was most affected by the blackout, with a 83.8% drop in power supply, followed by the Northeast region, with a 44.4% drop.[8]

Subways in Brazil were interrupted by the blackout. In São Paulo, five lines were disrupted. The 4-Yellow subway line operated between 8:30 and 9:25 Brasília Time (UTC−03:00) with reduced speed. Passengers in São Paulo subways were oriented by sound warnings and by support and security agents. In Salvador, Bahia, the subway line stopped and passengers had to leave the trains and walk on the subway lines.[9]

In Amapá, the supply of water was suspended due to the blackout.[10]

In Manaus, all schools were affected by the blackout and dismissed students at 8:30 Amazon Time (UTC−04:00) on 15 August 2023.[9]

The blackout caused Internet and telecommunication services in Brazil to go down in some areas.[11]

Shortly after the blackout, the process of restoring electricity began. By 9:16, 6 gigawatts of energy was restored.[12]

Electricity in the South and Central-West regions was fully restored by 9:05 and 9:33, respectively.[13]

By 10:22, 27% of the electrical charge in the North region and 68% in the Northeast region was restored, and by 11:00, electricity was fully restored in the Southeast region.[14]

By 12:30, 41% of the electrical charge in the North region and 85% in the Northeast region was restored.[15]

By 14:49, electricity was restored in all regions of Brazil.[13]

RIO DE JANEIRO (AP) — At least 400,000 customers in Brazil''s biggest city still had no electricity Monday, three days after a violent storm plunged millions into darkness around Sao Paulo, the power distribution company Enel said.

The storm, with winds of up to 100 kph (62 mph), caused at least seven deaths, authorities said, and uprooted many large trees, some of which fell on power lines, blacking out entire neighborhoods. At one point on Friday, 4.2 million residents had no power, the newspaper Folha de S. Paulo reported.

In some apartment buildings, condo associations delivered bottles of drinking water to older residents.

José Eraudo Júnior, administrator of a 15-floor building in Sao Paulo''s Butanta neighborhood that didn''t get power back until Monday evening, said electricity went out for all 430 apartments Friday night.

Water in the roof tanks ran out by Saturday evening, while underground reserves could not be tapped because there was no power to run the pumps, he said.

"It''s not very common to see such a big power outage," Eduardo Júnior said by phone. "Three days without electricity — nobody remembers such a thing."
