Power outages in eastern Ethiopia and parts of Djibouti will likely persist through at least late October following the theft of a power transmission tower. Ethiopian Electric Power (EEP) announced a major power disruption affecting towns in eastern Ethiopia, along parts of the railway connecting Addis Ababa and Djibouti and portions of Djibouti, on Oct. 2. The incident occurred on the 230-kilovolt Kokaa-Hurso power transmission line in the Awash Fentale District of the Afar Region. Authorities estimate that restoration efforts will require more than 20 days, suggesting that the affected regions will experience a prolonged interruption in their regular electrical service.
Businesses without backup generators could temporarily suspend operations. Mobile voice and internet service disruptions are possible. The electricity disruptions could also affect ATMs and fueling stations. The blackouts could adversely affect security protocols, including alarm systems and electronic fences; opportunistic criminal activity could increase during power outages, especially during hours of darkness.
Charge mobile and essential electrical devices when possible and ensure backup batteries are available. Exercise caution when driving in areas impacted by the power outage. Park vehicles in secure areas. Reconfirm transport services. Verify that security systems are working. Ensure that generators are functional and refuel devices when necessary.

The Boulaos Power Station in the capital Djibouti City is the country’s largest, providing the bulk of all electricity and serving many neighboring towns. Of the plant’s 13 diesel generators, only three are working to full capacity, while theothers are either non-operational or under-functioning.The present scheme will carry out rehabilitation works that will include the purchase of a new 14 MW diesel generator, together with a supply of spare parts. Once completed, the increased capacity will help reduce power outages and offerthe population more reliable, less-expensive electricity services. Industrial users will also benefit from the project, in particular agro-industry and manufacturing.
