Albania’s Energy Sector Progress
Albania’s energy sector has witnessed substantial developments in the past year. Notable advancements include the launch of a day-ahead electricity market by the power exchange ALPEX in April 2023 and the successful implementation of an operational and competitively organized balancing market. As of January 1, 2022, all consumers connected to 20 kV, 10 kV, and 6 kV are entitled to choose their supplier as part of their entry into the liberalized market, aligning with the country’s goal of achieving full independence as a net exporter by 2023.
Albania’s commitment to renewable energy is evident through the revision of its Renewables Law, which now incorporates a 54.4% target for renewable energy adoption. This ambitious goal is set to be supported by the construction of the Skavica HPP and a 1200 MW pumped storage hydropower plant upstream of the Moglicë hydropower plant. Additionally, the new Renewables Law introduces a net billing system for self-consumed renewables, transitioning to net billing with a maximum capacity of 500 kW and fostering the participation of citizens in renewable energy communities. The country has also authorized over 10 GW of permits for hydro, photovoltaic, and wind projects, signaling an open invitation for partnerships.
The convergence of the energy and construction sectors signifies a transformative period for Albania. With the 2030 renewable energy target distributing sub-targets for heating and cooling (16.6%), the country is on the cusp of adopting a long-term building renovation strategy and implementing the Energy Efficiency Law. This drive towards energy efficiency is evident in the establishment of an operational energy performance certification system, which has issued over 100,000 audit reports since its inception. The Energy Efficiency Agency’s provision of subsidies for 4000 families to install solar water heating systems further exemplifies Albania’s commitment to sustainability.
Albania’s investments in energy efficiency are primarily channeled through the state budget and foreign financial aid, with a particular emphasis on the buildings sector. Subsidized initiatives, with up to 50% of costs covered by the Municipality of Tirana, are supplemented by commercial banks’ proactive promotion of energy efficiency through credit lines targeted at enhancing the thermal insulation of building envelopes in private buildings.
– To facilitate constructive dialogue and create a favourable business climate for accelerating investments through legal and regulatory reforms.
– To underscore notable advancements and investment prospects for both local and international investors in Albania.
– To boost the durable collaborations in sustainable investments between governmental bodies and private stakeholders in Albania.
– To promote and improve cooperation in the sustainable sector by better integrating the main private actors in the energy, construction and environmental protection sectors.
– To drive innovation, education, and employment opportunities, with a focus on fostering economic growth and society’s well-being.
The upcoming forum will feature four panels, each dedicated to specific themes.
Panel 1: Advancing the energy transition for sustainable industry and business in Albania, with a focus on alignment with the Green Agenda and the Economic Investment Plan for the Western Balkans.
Albania''s energy sector has progressed significantly in the past year, signaling a shift from regulation to a free market, mirroring developments across Europe. The Albanian Power Exchange (ALPEX) plays a critical role in shaping the country’s energy industry landscape. The crucial issue is how to successfully implement the energy transition with a minimal impact on public expenditure while maximizing consumer benefits.
The essential strategies and plans for navigating this transformation, will be the central topics of this panel, with participation from esteemed industry representatives and high-profile individuals. Don''t miss this opportunity to gain valuable insights into Albania''s evolving energy ecosystem.
Panel 2: Preparing to redesign the electricity market, exploring the transition roadmap for power utilities, and developing solutions to address grid challenges.
The energy market is currently in a phase of significant transformation, marked by the launch of a day-ahead electricity market in April 2023 and the functioning balancing market by the power exchange ALPEX. As of January 1, 2022, all consumers in Albania connected to 20 kV, 10 kV, and 6 kV have been accorded the liberty to elect their supplier upon entering the deregulated market. Albania aspires to achieve full independence as a net exporter by 2030.
The focus of this panel is to underscore the pivotal role of ALPEX as a significant player in electricity trading, market integration, and price transparency. Through elucidative presentations and interactive dialogues, the objective is to unveil the dynamic contributions of ALPEX in advancing Albania’s energy market, nurturing competition, and fortifying the overall resilience of the Albanian energy sector.
Panel 3: Promoting the widespread adoption of renewable energy in Albania: necessity of regulatory framework and innovative energy management and battery storage solutions.
Albania revised the Renewables Law, and the target of achieving a 54,4 % share of renewable energy is incorporated. To reach it, more than 10 GW of permits have been awarded in hydro, photovoltaic, and wind projects, and they are looking for partnerships. Simultaneously, the energy and construction sectors are becoming a symbiosis of the country’s transformation. Albania has established an operational energy performance certification system, and more than 100.000 audit reports have been issued since its inception.
Investments in energy efficiency are currently being channeled through the state budget and foreign financial aid, with a particular focus on the buildings sector. Furthermore, local banks are actively promoting energy efficiency by offering credit lines for various measures, primarily focusing on enhancing the thermal insulation of building envelopes in private buildings. But, where we are and what the possibilities and potentials of these two sectors are will be aspects that will be discussed with the loudest representatives of these sectors.
Panel 4: The role of education in developing the necessary human capacities to address the challenges of the energy transition in Albania.
Albania is at the threshold of a new phase in the evolution of pivotal sectors of its economy, notably energy and construction. A significant inquiry arises: can utilities autonomously confront this transformative challenge, or is collaboration with academia and civil society imperative? The upcoming panel will meticulously scrutinize diverse collaborative models and their ramifications, while addressing the energy sector’s catalytic role in propelling development.
