
State Electric Company (Stelco) in the Maldives has launched a renewables tender covering solar installations, battery energy storage systems (BESS), and grid extensions. The deadline for expressions of interest is Dec. 30.

Stelco, a public utility company in the Maldives, has kicked off a tender for several renewable energy projects.
The first project involves solar systems, including ground-mounted projects, roof-mounted arrays, shallow lagoon installations, and offshore floating structures. Interested parties can either sell the generated power to Stelco under power purchase agreements (PPA) or finance and install the systems through a contractor finance model.
The tender also includes BESS, energy management systems, and upgrades to power networks on the islands. The other project in the tender focuses on extending 132 kV grid infrastructure, covering the laying of cables and the construction of substations.
Interested parties can submit expressions of interest for one or more projects. Stelco requires applicants to demonstrate technical, financial, and operational expertise. The deadline for submissions is Dec. 30.
The Maldives had 37 MW of cumulative installed solar capacity at the end of 2023, according to figures from the International Renewable Energy Agency (IRENA).
Tenders were launched in July for 15 MWp of grid-tied solar systems on selected islands and for grid-tied solar-diesel hybrid generation projects. Applications are still being accepted for both tenders.

The country is on track to transform itself into a small island nation leading the way in sustainable, renewable energy within the next few years. Now, one of the first sights for any of the 1.7 million tourists visiting the Maldives will be that of the 5 MW solar installation on the highway linking the airport island to Male and its satellite town of Hulhumale.
The foresight and climate-proactivity of successive Maldivian governments, coupled with development financing from partners like the World Bank, will help the country achieve its ambitious energy transformation targets, showcasing best practices for other island states. Due to the success of this journey, the World Bank is replicating the Maldives'' experience across other SIDS, including the Seychelles, and Mauritius, under the Solar Lighthouse Initiative.

The Maldives power sector currently relies on diesel generation, and this increases the country''s vulnerability to global oil prices. Approximately 80 percent of the land area lies within one meter of the sea level, exacerbating the country''s vulnerability to climate change impacts. The Government of Maldives fully recognizes that in order to effectively manage climate change risks in the context of sustainable development, it is necessary to integrate climate risk planning and climate change adaptation into the country''s development policy and planning frameworks.
This could be achieved through utilizing natural solutions, adopting innovative and new technologies, and enhancing access to finance. For the Maldives, hybrid systems with renewable energy and energy storage system technologies are critical in moving towards low-emission development. Increasing the diversity of renewable energy technologies in the national energy mix by 2030 is the most effective way to address the target of reducing emissions. In its 2015 NDC, the Maldives has committed to reduce greenhouse gas emissions by 10 percent by 2030.
This report establishes the Maldives at the forefront of efforts by developing countries to use energy storage to integrate variable renewable energy to the grid and reduce emissions. This study provides a roadmap for adopting energy storage with solar photovoltaics (PV) for a population of ~480,000 people, enabling more renewables and reducing emissions.
