The Energy Efficiency Master Plan (EEMP) was developed by the team of international experts engaged by United Nations Development Programme (UNDP). It is a part of comprehensive strategic framework for sustainable development of Tajik energy sector based on utilisation of renewable energy sources (RES) and improvement of energy efficiency (EE) elaborated in the Intermediate Strategy for RES based Integrated Rural Development; the Energy Efficiency Master Plan and the National Programme for RES Based Integrated Rural Development - National Scaling-Up.

The provision of sovereign or sovereign guaranteed debt facilities for an aggregate amount of up to € 43 million to facilitate the modernisation and strengthening of the electricity networks in Tajikistan.
Financing under the Frameworkwill enable authorities to rehabilitate the existing electricity distribution and transmission infrastructure, improve energy efficiency and reduce CO2 emissions. This will be achieved through theinstallation of billing and metering infrastructure and rehabilitation of distribution lines with overall target of improving access to reliable power infrastructure.
The primary goal of the Framework is to improve energy efficiency in the sector and provide access to the reliable power sector infrastructure. The Framework''s Transition Impact will be based on Resilient and Inclusion qualities including additional targets on network improvement.The envisaged policy dialogue activities include improvements of the regulatory regime in terms of capacity building of a newly established regulator targetinginvestment into energy efficiency improvement, the Framework will strongly contribute towardsGreen Economy Transition and development of environmentally sustainable economy.
The EBRD loans under the Framework will be provided to the newly established companies following the unbundling of JSC Barki Tojik, a state-owned vertically integrated power utility, responsible for generation, transmission and distribution of electricity in Tajikistan ("BT").
The Framework will be co-financed with IFI/DFI.
