As the Philippines makes the switch to more renewable energy sources, the country is stabilizing grid reliability with its largest ever integrated grid-scale Battery Energy Storage System (BESS) at Limay in Bataan Province, supplied by ABB for Universal Power Solutions Inc. (UPSI), a unit of San Miguel Corporation Global Power Holdings Corp. Financial details were not disclosed.

The Limay site forms part of a broader contract with UPSI, for a 240MW capacity packaged BESS solution to strengthen the reliability and stability of the Philippine grid on the islands of Luzon and Visayas.

The San Miguel Global Power battery energy storage systems facilities in Limay were inaugurated by the president of the Philippines, Ferdinand R. Marcos Jr., in March 2023. At this site, ABB provided a 50MW capacity packaged BESS solution to strengthen the reliability and stability of the grid on the main island of Luzon. The solution is designed to avoid large frequency deviations that can result in costly equipment damage and disruptive power system failure.

A significant amount of the Philippines'' primary energy supply is still fossil fuel-based, making the country vulnerable to rising energy costs and market volatility while the energy production is at the same time CO2 intensive. The island nation is also exposed to tropical storms and natural disasters that adversely impact its energy infrastructure. To address these challenges while accelerating its ambitions towards a net zero energy supply, the Philippines aims to achieve 35 percent renewable energy generation by 2030 and 50 percent by 2040.1 As of 2022, the Philippines has reached a 22% percent clean energy mix.2

UPSI collaborated with strategic partner ABB to develop an innovative solution to transform the reliability of the area''s grid, which was highly susceptible to automatic load shedding and frequency fluctuations.

The BESS is the first ABB eStorage Max, pre-engineered, modular, large-scale BESS, delivered as a solution, within the Philippines and the APAC region. The solution is designed to significantly reduce imbalances in the grid that cause power interruptions to enable local industrialization and economic growth. It is also supporting the integration of renewable energy sources, such as wind or solar, into the grid.

The project uses the ABB eStorage OS Energy Management System to act as the intuitive interface to the BESS, allowing users to make real-time decisions based on grid parameters to ensure performance stability.

To satisfy the complicated needs of the scheme and ensure easy and quick installation, ABB developed a complete solution that uses standardized building blocks that are scalable and modular. The BESS includes the provision of battery enclosures, EcoFlex eHouses, UniGear ZS1 medium-voltage switchgear, and integrated skid units with transformers and inverters.

The building block designs include an integrated combination of Energy Storage Modules and power distribution equipment, that can be increased or reduced in capacity to suit specific site location requirements. The installation period was reduced by up to 30%, as all equipment was delivered fully integrated and pretested. Adopting this approach philosophy also ensured a reduction in site works and associated costs for the customer.

San Miguel, which is now behind on its original plan to deliver a 1 GW/1 GWh fleet of battery energy storage systems (BESS) by the end of 2022, continues to roll out big batteries across 32 sites in the Philippines, in order to integrate up to 5 GW of renewables into the island nation''s grid.

Fluence has completed a 570 MW, battery-based storage portfolio for SMC Global Power''s 1,000 MW storage fleet in the Philippines.

The power arm of Philippines-based conglomerate San Miguel Corp. has unveiled a 50 MW BESS in Limay, Philippines, as part of its nationwide 1 GW/1 GWh rollout. The facility is one of 32 battery sites the group is building across the islands of Luzon, Visayas, and Mindanao. It expects to deliver all of the projects by the end of the year, according to a press release by Ferdinand Marcos Jr., the president of the Philippines.

"BESS technology will support our goal of generating 35% of our total energy requirements from renewables by 2030," Marcos said at an inauguration ceremony last week.

San Miguel''s battery storage portfolio started to take shape back in 2018, when it acquired the country''s first BESS project – the 10 MW Masinloc Power Plant. In January 2022, the conglomerate said it was ready to start operating an initial 690 MW of battery storage facilities, as part of a plan to deliver a 1 GW BESS fleet by the year''s end.

"Government is working to avert a power crisis," Ang said. “But we know it takes time to complete new power facilities. The BESS network is here already and it can provide immediate mitigation to the power crisis.”

San Miguel partnered with ABB Philippines, Fluence, and Wartsila and their engineering, procurement and construction contractors on the project. This week, Fluence confirmed that it has completed 570 MW of BESS projects for San Miguel. These projects provide critical grid-stability services throughout the national transmission network in the Philippines, including frequency response, reserve power, and voltage regulation.

"Over the next couple of years, we estimate the integration of up to 5000 MW of renewable power into the grid due largely to our BESS facilities,” said Ang.

At the inauguration ceremony, President Marcos vowed to extend substantial support to investors in the renewable energy space and streamline regulations at the national and local levels.

"We will improve the policy and regulatory framework for the renewable energy industry, especially for the ESS technology, to encourage the further development of our fledgling renewables industry," he said.

Marcos added that his administration will continue working with San Miguel. He noted that the company has “other BESS projects in the pipeline, accounting for 95% of BOI-approved projects, with 2,000 MW total capacity distributed across the country   I and the rest of the Filipino people look forward to the rollout of these projects in the near future.”
