The EVCEI must be designed by a consultant according to EPD''s "Design Guidelines for Electric Vehicle Charging-enabling Infrastructure under the EHSS".

The subsidy will not cover the supply and installation of EV chargers / EV supply equipment to be connected to the EVCEI installed under the EHSS, and any operating, maintenance and insurance costs of the installed EVCEI and the fire detection system if installed. No subsidy will be provided for any EVCEI or charging facilities installed before submission of the application to the EPD.

The HKSAR Government announced on 23 February 2022 that an additional sum of HK$1.5 billion into the EV-charging at Home Subsidy Scheme, that is, a total of $3.5 billion to be made available to extend the plan for four years to the financial year 2027-28, assisting the installation of electric vehicle charging infrastructure in about 700 existing private residential buildings and about 140,000 parking spaces in Hong Kong. The Government rolled out a $2 billion "EV-charging at Home Subsidy Scheme" to subsidise the installation of EV charging-enabling infrastructure in car parks of existing private residential buildings, and hence further facilitate EV owners to install EV chargers at car parks of their residences according to their own needs in the future in a simple and easy manner. The EHSS will run for about 3 years with a view to covering roughly 60,000 private parking spaces. Processing of applications is on a first-come-first-served basis until the funding is used up.

In order to assist incorporated owners and property management companies in Hong Kong to understand more about EHSS, and to respond to the needs for supportive infrastructure for home-charging, Cornerstone managed to organize a series of seminars to the IO and PM representatives from October 2020 to March 2021.

The seminars focused on introducing of EHSS as well as providing technical and investment solutions for the difficulties encountered in the area of infrastructure construction.

A1: Only car parks that are registered at the Building Department except car parks for cargo handling and car parks that are used for daily or hourly rental.

A2: The car park management can submit an application as long as it meets the application qualifications of the subsidy program, but all the charging infrastructure or charging equipment that has been installed before submitting the application will not be subsidized. In addition, if the installed charging infrastructure or charging equipment involves service contracts or agreements signed with other parties or institutions, the parking lot will not be eligible for application.

A3: The applicant must specify all parking spaces in the car park that are to be included in the installation of electric vehicle charging infrastructure when submitting the application. As long as the car park spaces included in the project do not include individual parking spaces whose owners refuse to be included in the subsidy scheme, an application can be submitted.

A4: Unless the car park''s covering has been approved by the Buildings Department, the parking spaces will be regarded as outdoor parking spaces.

A5: If the car park is under the jurisdiction of more than one Incorporated Owners, each Incorporated Owner can only submit one application.

A6: The applicant should cover all qualified parking spaces when submitting the application, otherwise individual parking space that is not included in the application may face greater cost and technical difficulties in the future when they decide to install EV charging infrastructure.

A7: In this case, the parking spaces owner should finance his/her own EV charging infrastructure or opt for a monthly subscription plan offered by the EV charging service provider.

A8: Before submitting the application, the applicant must contact the power company for a preliminary assessment of whether it has sufficient power supply. Applicants are required to provide basic information (such as car park floor plan, number of parking spaces, the location of charging facilities/chargers to be installed, and the location of switch rooms, etc.). If the electrical power is insufficient, the power company will provide suggestions and feasible solutions for the applicant''s consideration including whether it is necessary to expand/add a transformer or the sub-switch room.
