
The development objective of the Solar and Renewable Energy Storage (USRES)
The World Bank and other financial institutions will provide a US$159 million package for a 250MW solar PV and 63MW battery energy storage system (BESS) project from UAE state-owned renewable energy developer Masdar in Uzbekistan.
The project, which is central Asia''s first renewable project to be built with a co-located battery energy storage system (BESS), will include a storage capacity of 63MW. It will be built by Nur Bukhara Solar PV LLC FE, a new project company owned and controlled by Masdar, which won a bid to build the project in December 2022 by offering to sell electricity generated at the project at US$0.03044/kWh.
Nur Bukhara Solar has already signed a 25-year power purchase agreement (PPA) to sell the plant''s electricityto Uzbekistan''s state-owned electricity grid, and has committed to managing the BESS component for the next ten years. The company will build the project in the Bukhara region in southern Uzbekistan, on the Turkmenistan border, but has not provided a timeline for the project''s construction and commissioning.
The project''s financing includes loans of US$53 million, provided by the World Bank''s International Finance Corporation (IFC), and loans worth US$106 million from the Asian Development Bank (ADB), Dutch Entrepreneurial Development Bank and the Japan International Cooperation Agency.

According to a listing on ADB''s website, the Samarkand 1 Solar PV and BESS Project will involve the construction of two solar power plants, of 100 MW and 400 MW, a pooling station, 500 MWh BESS, loop-in loop-out transmission lines, and a 70 km overhead transmission line.
ADB said it will be one of the first utility-scale renewable energy projects with a battery energy storage system (BESS) component in Uzbekistan. It follows the announcement of the county''s first BESS in May 2024 and the connection of the first phase of a 511 MW solar project in March of this year.
Separately, ACWA Power recently announced financial close on a 200 MW solar plant and 500 MWh BESS near the national capital, Tashkent.
Uzbekistan had 253 MW of cumulative installed solar capacity at the end of last year, according to figures from the International Renewable Energy Agency (IRENA).
ADB said the country''s current energy policy is geared toward encouraging private sector investment in large-scale renewable projects, with the government currently working on increasing solar capacity to 7 GW.

The contract signing ceremony between the Ministry of Energy ofKazakhstan and the Saudi company ACWA Power took place during theCOP29 conference in Baku.
The signing ceremony was attended by the Minister of Energy ofUzbekistan, Jurabek Mirzamakhmudov, and the Chairman of the Boardof the state-owned company UzEnergoSotish, Jahongir Obidjonov.
The value of the signed project is estimated at $1.1 billion,and more than 1,000 jobs will be created during the constructionphase.
As part of the project, studies of the energy system across theentire country will be conducted, and based on the results, regionswill be selected where energy storage systems will be graduallyimplemented.
