We have adopted an electric-first policy for our vehicle fleet – this means EVs are the first preference for any new vehicle purchases, unless it can be demonstrated that they are not suitable. We convene the Wellington Regional Electric Vehicle Working Group (REV-WG). It meets quarterly and is open to sector stakeholders and interested parties from throughout NZ. The situation with EV uptake and charging infrastructure in the region and within each district is summarised by REV-WG in six monthlyco-ordination updates.

Together with other Wellington Region councils and electricity network companies, we commissioned an advisory report on how these agencies can best support EV uptake. This report was completed in 2019, and its content and recommend strategy so far has been formally endorsed by Greater Wellington and Masterton District Councils. The Council will build the suggested measures in the report into its plans as applicable and appropriate.

Supporting Electric Vehicles in the Wellington Region

The Charged-up Capital project is part of the Council’s Te Atakura First to Zeroinitiative, which was adopted in 2019. The goal is to more than halve our emissions by 2030 and make Wellington city a net zero carbon capital by 2050.

In response to increased demand, we have installed a network of 34fast chargers (24kW), in partnership with EECA and Meridian. The chargers are spread across Wellington to ensure that as many people as possible can access them.

We have installed chargers at the following sites. These locations were chosen so you can charge your EV and enjoy the nearby facilities.

Each charger has both CCS2 and CHAdeMO connections.

You’ll be able to find the location and status of the chargers on Meridian’s Zero app and the PlugShare website. Some sites may have metered billing for parking in addition to fees for charging your EV.

Unauthorised parking on these spaces will deny access to those who need them and will incur a spot parking penalty.

From 1 July 2024 to 30 June 2025, users will be charged 25 cents per kwH used and 15 cents per minute for parking. Meridian operates the services on the Council’s behalf through its Zero platform. More information on billing can be found on Meridian’s website.

The Council plans to replace all fossil-fuel powered passenger vehicles with zero emission, electric alternatives by 2030, while also identifying opportunities to reduce the size of the fleet where possible.

The Council’s goal is to reduce road transport emissions, which currently make up around 34 percent of the city’s emissions.

Wellington Mayor Andy Foster says the Council is taking a leadership role by reducing its own transport emissions as part of its commitment to addressing the city’s climate emergency.

“The new EVs – five Hyundai Kona and five MG ZS – replace petrol powered cars that were due for replacement and means 18 percent of our light passenger fleet is now fully electric.

“Electrification of our fleet not only reduces our emissions but also reduces operational costs long term. The whole of life costs are approximately two thirds lower than that of the internal combustion engine (ICE) equivalent on a cost per kilometre basis.

“Electricity is approximately one seventh of the cost of petrol to drive per kilometre, so during this decade an estimated $1 million worth of fuel savings is likely. In the future this may be rebalanced should the Government make changes to charges. We’ve also been able to take advantage of Central Government’s new Clean Car Rebate, saving $7,500 on the purchase price of each vehicle.
